Developing smart agriculture in Iraq

First: the background of the project

Based on the directives of the Honorable Prime Minister and the importance of supporting the agricultural sector in Iraq by relying on digital transformation and artificial intelligence technology, a specialized national committee has been formed to address the smart agriculture file in Iraq. The committee will study and submit recommendations and executive policies related to developing agricultural colleges and related curricula, establishing specialized smart centers, and stimulating investments in this field.

Second: composition of the Commission

Chaired by the Prime Minister's Advisor for Academic Affairs and Artificial Intelligence Membership of:
* D. Ibrahim Sattar Al-Saadi - Member of the Board of Advisors / Prime Minister's Office
* Technical Undersecretary of the Ministry of Higher Education and Scientific Research
* Administrative Undersecretary of the Ministry of Agriculture
* A representative of the Ministry of Finance whose rank is not less than Director General
* A representative of the Ministry of Planning whose rank is not less than Director General
* President of Ashur National University
* Dean of the College of Agricultural Engineering Sciences - University of Baghdad
* Dean of the Faculty of Engineering - Al-Nahrain University
* Representative of the private agricultural sector

Third: Tasks of the proposed committee

1. Restructuring agricultural colleges in Iraq, through:
  * Establishing new colleges or developing the list of them by creating smart agriculture departments.
  * Reviewing agricultural education curricula to keep pace with global developments and labor market requirements.
  * Adopting the Bologna Academic Track, and preparing international training programs for faculty members.
2. Stimulating smart agricultural investment:
  * In cooperation with the National Investment Authority, to activate agricultural investment projects that rely on smart agricultural technologies and support the value chain between agriculture and industry.
3.Strengthening partnership with the private sector:
  * To activate the results of agricultural scientific research, and encourage investors to support smart agriculture initiatives in cooperation with academic institutions.
4. Establishing research partnerships between colleges of agriculture and engineering:
  * Especially in the areas of production of industrial equipment and machines to support smart agriculture infrastructure.
5. Establishing a national center for agricultural artificial intelligence:
  * Be responsible for managing agricultural data, linking servers within Iraq, and creating a digital platform to review academic research and select the best ones for investment.
6. Benefiting from the experiences of international organizations:
  * Especially FAO and the successful experiences of neighboring countries in the field of smart agriculture.
7. Transforming agricultural universities into smart universities:
  * By establishing agricultural business incubators on campus and linking them to the entrepreneurial and research community.

Fourth: procedure

The above committee was formed according to the formation and tasks specified, and the relevant authorities were approached to name their approved representatives, provided that the committee submits its first executive report within 60 days from the date of starting its work.
