Artificial Intelligence and Ministry of Construction and Housing Projects

First: General background

As part of the Iraqi government's efforts to expand the scope of artificial intelligence applications within service sectors and in implementation of the directives of the Supreme Committee for Artificial Intelligence, an agreement was reached with the Ministry of Construction and Housing to:
Establishing a central reference department for artificial intelligence applications at the Ministry's headquarters, which will be responsible for employing smart technologies in all projects and sectors affiliated with the Ministry.
This approach aims to:
* Raising the efficiency of service projects.
* Reduce waste of resources.
* Accelerating completion time and improving the quality of services provided to citizens.

Second: Completed executive steps

1.Establishing the Artificial Intelligence Division in the Ministry
* A central division specializing in artificial intelligence has been established within the Ministry of Construction and Housing.
* The Division works to integrate smart solutions into the Ministry's projects, especially in the areas of cities, roads, bridges, and infrastructure networks.
2.Two main coordination meetings were held, which included representatives of:
* Ministry of Construction and Housing
* Office of the Prime Minister's Advisor for Artificial Intelligence and Scientific Affairs
* The two meetings discussed the cooperation mechanism, setting priorities, and distributing technical tasks.
3. Agreement to implement a small pilot project
* As a prototype for applying artificial intelligence in one of the Ministry's service projects.
* The goal is to test smart models and analyze technical feasibility before scaling up.

Third: Forming specialized work teams

It was agreed to form a joint committee comprising representatives from both sides: the Prime Minister's Advisor's Office and the Ministry of Construction and Housing. Three specialized teams will emerge from the committee:
1. Smart Cities Team
* Responsible for designing smart mechanisms for managing new cities and residential complexes.
* Integrating environmental monitoring systems, energy, traffic waste, and smart lighting.
2. Roads and Bridges Team
* Using artificial intelligence to monitor road conditions and analyze traffic data.
* Predicting bridge maintenance and early detection of cracks or hazards.
3. Infrastructure and Services Team
* Analysis of geographic and hydrological data using AI and GIS techniques
* Improving the planning of water, sewage, electricity and other service networks.

Fourth: Recommendations and proposals

1. Adopting the artificial intelligence project in the Ministry of Construction and Housing as a national prototype that can be replicated in other service ministries.
2. Allocate an independent budget to the new division to develop its technical infrastructure and train its personnel.
3. Linking the work of the three teams with the Supreme Committee for Artificial Intelligence to ensure unified vision and standards.
4. Develop a clear time implementation plan for the pilot project that includes expected outputs and performance indicators
